Hold  Demonstrations  in  all  Offices  

on  01.08.2011  during Lunch Time.

When the Monsoon Session  of  the

Parliament  commences  on  First 

August 2011, We  must  stage Our

Protest  against  the  Government 

Move  to  pass  the  Two 

Insurance  Bills. 

AIIEA  had  also  given  

guidelines  that  the  issues of

Price Rise, Disinvestment,

and  PFRDA  Bill.  

LET  US  MAKE  THE

DEMONSTRATION 

POWERFUL  AND

EFFECTIVE

அமெரிக்கா திவால்?

 

 

 

அமெரிக்க  நாடு  ஒரு சிக்கலான பொருளாதார நிலையை 

சந்தித்துள்ளது. அமெரிக்காவின்  கடன் தொகை  என்பது 

அதிகரித்து விட்டது. அதன்  கையிருப்பு  நிதி  என்பது 

இப்போது  மிகக் குறைவாக  உள்ளது. அமெரிக்க 

கஜானாவில்  உள்ளதை விட ஆப்பிள் கம்ப்யூட்டர் 

நிறுவனத்திடம்  கூடுதல் கையிருப்பு  உள்ளதாக 

இன்றைய  செய்திகள்  சொல்கின்றது. 

அமெரிக்காவின்  கடன் தொகை வரம்பை 

உயரத்தாவிட்டால்   அமெரிக்க அரசால்  ஆகஸ்ட் 

2 ம்  தேதிக்குப் பின்பு  எந்த  செலவும் செய்ய முடியாது.

அரசு தர வேண்டிய எந்தத் தொகையையும் பட்டுவாடா

செய்ய முடியாது. ஊழியர் ஊதியங்கள், ஓய்வூதியம்,

ஒப்பந்தக்காரருக்கான தொகைகள் என எல்லாமே 

நின்று போய்விடும்.  வெள்ளை மாளிகைக்கு காய்கறி

வாங்கக் கூட காசு இருக்காதாம்.    

அமெரிக்க நாடாளுமன்றம் அனுமதித்த கடன் 

அளவான 14 .3   ட்ரில்லியன்  டாலர் என்ற அளவு 

தாண்டி விட்டது. இந்த  அளவை  அதிகரிக்க வேண்டும். 

இல்லையென்றால் அமெரிக்க  நிர்வாகம் ஸ்தம்பித்துப் 

போய்விடும். செய்ய வேண்டியதுதானே  இதிலென்ன 

சிக்கல்  என கேட்கலாம்.

அங்கேதான்  வருகின்றது  அரசியல்!

அமெரிக்க நாடாளுமன்றத்தில்  ஒபாமாவின் ஜனநாயகக்

கட்சியை விட குடியரசுக் கட்சிக்குத்தான்  அதிக உறுப்பினர்கள்

உண்டு. எனவே குடியரசுக் கட்சியின்  தயவு இல்லாமல் 

கடன் தொகையை    உயர்த்த முடியாது. இந்த வாய்ப்பை 

குடியரசுக் கட்சி நன்றாகவே  பயன்படுத்துகின்றது. 

புஷ்ஷால் பறி போன ஆட்சியை  திரும்பப் பெற  ஒபாமாவால்

நிர்வாகம்  செய்ய முடியவில்லை  என்று காண்பிக்கப் பார்க்கிறது.

 

செலவினங்களைக் குறைக்க வேண்டும்  என்று  ஜனநாயகக்

கட்சி  நாடகம்  போட,  நாட்டின் மீது , மக்கள் மீது  கவலையே 

இல்லாமல்  உள்ளார்களே  என  ஒபாமா புலம்ப, பாவம் அவர் 

தூங்கியே  பல நாட்கள் ஆகி விட்டது  என  அவரது கைத்தடிகள்

புலம்ப  சாதா பேச்சு வார்த்தை, மசாலா தோசை பேச்சு வார்த்தை,

டீ பார்ட்டி பேச்சு வார்த்தை என நடந்து கொண்டே இருக்கிறது. 

ஆனால்  மக்கள்  எவ்வித கவலையும் இல்லாமல்  உள்ளார்கள். 

இது   மோடி மஸ்தான்  நடத்தும்   பாம்பு - கீரி  நாடகம்  என்று 

அவர்களுக்கு  தெரியும். இது போல பல  முறை கடன் தொகை 

அளவு  உயர்த்தப்பட்டதுதான்  அமெரிக்க பொருளாதார வரலாறு. 

இப்போதும் அது நடக்கத்தான் போகிறது. 

முதலாளித்துவத்தின்  தாயகத்தில்  அரசியல்வாதிகள்  வெறும் 

சொக்கட்டான் காய்களே. முடிவு செய்யப் போவது பெரும் 

முதலாளிகளும் சர்வதேச நிதி மூலதனமும்தானே. அவர்கள் 

சமரச நாடகத்தை  அரங்கேற்றுவார்கள்.

Will America Collapse ?

America is now facing a very turbulent  economic Crisis. Its Debt 
both domestic & international, had reached the maximum 
statutory limit. Its cash Reserve had come to a very lowest level
and the Today's Reports says Apple Computers  are having more
Cash Reserve  than  the  American  Treasury. 


If the Debt Limit is not enhanced  before 2 nd August, American Government will not  be in a position to meet any of its payments & obligations. It  could not pay their bills, pay the wages or pension. There may  not be money even to buy Vegetables to White House. 


The American Debt had reached the Maximum Statutory Limit of 14.3 
Trillion Dollars. Please don't ask me the value in Indian Rupees. I am 
weak in mathematics. You may ask what is the problem in it? Enhance
the Debt Limit and solve the Crisis  and  avoid  the  crash of the country . 


Here comes the crisis! Political Crisis!! Electioneering Crisis!!!


American Congress  has  to approve the Enhancement of Debt Level. 
Barrack  Obama's   Democratic  Party  is  not  having  the majority  in
the  American  Congress. Republican  Party is having more members
in the Congress  than  the  Democratic  Party. Without  the support  of
Republican  party, Obama cannot  increase  the  Debt  Limit. 




Republican  Party wants to exploit  this  situation. After all  it  is 
also a political  party and wants  to recapture  the  Power  lost 
due  to  George Bush Jr. They want to establish  that  Barrack 
Obama  could not lift the Country from the Economic Crisis. 
They put  many conditionalities. 



They  say  that  there  should  be  cut  in  Government  Spending.
If any Government  imposes cut in their expenditure, it will 
ultimately  land in the heads of common man only. But they 
exhibit themselves as the saviours of  the  nation. Obama & 
his sycophants are  counter campaigning  that  Republicans 
are  the  hurdles  to  the  people's  welfare.  His aides also
say that President Obama had lost his sleep  for several days.
Many  rounds  of  discussions, tea party parleys are  going
around  to  find  a  solution. 



But  the  American  people  are unfazed  by  the  on going 
crisis. They knew  it  is  only  a staged managed show. 
They knew it is only like  a  Snake - Mungoose  Fight 
Show by our Street  Magicians  which  will never  take 
place.  



They knew pretty well that even  in  the  past, the debt
Limit  has  been enhanced  several  times. It is the 
Economic  History of America. This  will happen now 
also. 




In the homeland of Capitalism & Imperialism, Politicians
whether it is Barrack Obama or George Bush or the
present Republican Congress Leader Harry Reid, 
all  are    pawns  in  the  hands of  Capitalists  and 
the  International  Finance  Capital.



They will finally  stage  the  Compromise  Drama...

தமிழ்நாடு தீண்டாமை ஒழிப்பு முன்னணி மேற்கொண்டிருப்பது

பாராட்டுதலுக்கு உரியது. இக் கருத்தரங்கின் வழிநடத்தும் குழுவில் தோழர்

ஜே.குருமூர்த்தி, தோழர் கே.சுவாமிநாதன், தோழர் ஜி .ஆனந்த்,

தோழர் டி.செந்தில்குமார் இடம் பெற்றுள்ளனர். ஏற்கெனெவே தமிழ்நாடு

நிதியமைச்சர் மாண்புமிகு ஒ.பன்னீர்செல்வம் அவர்களைச் சந்தித்து

துணைத்திட்டத்திற்கு பட்டியலின, பழங்குடி மக்களின் மக்கள் தொகைக்கேற்ப

நிதி ஒதுக்கீடு செய்யப்பட வேண்டுமென்றும்,  அந்நிதி அம்மக்களின் வாழ்நிலை மேம்பாட்டிற்கு முழுமையாகப் போய்ச்சேருகிற வகையில் அமலாக்கப்பட வேண்டுமேன்றும் வலியுறுத்தியதீண்டாமை ஒழிப்பு முன்னணியின் குழுவிலும் தோழர் க.சுவாமிநாதன்இடம் பெற்றிருந்தார்.

1979 வாக்கில் இந்தியப் பொருளாதாரப் பாதையின் பயன்கள் ஒடுக்கப்

படுகிற மக்களுக்கு சென்றடையவில்லை என்பதை ஆட்சியாளர்கள்

ஏற்றுக் கொண்டு அறிவித்த திட்டமே பட்டியலின, பழங்குடி மக்களுக்கான

துணைத் திட்டங்கள்.இத் திட்டத்தின் முதற்பெரும் அம்சம், அவர்களின் மககள் தொகைக்கேற்ப நிதி ஒதுக்கீடு செய்யப்பட வேண்டும் என்பதே. ஆனால் மத்தியிலும்,மாநிலங்களிலும் சரி, நிதி ஒதுக்கீடிற்கும், மக்கள்தொகையில் அவர்களின் விகிதத்திற்கும் இடையே பெரும் அகழிதான் 30 ஆண்டுகளாக நீடித்து

வருகிறது. சாதிய ஒடுக்குமுறை எதிர்ப்பு இயக்கங்கள் பல குரல் கொடுத்தும்

ஆட்சியாளர்களின் செவிகளில் ஏறவில்லை. தீண்டாமை ஒழிப்பு முன்னணி

2008 ல் சென்னையில் ஓர் கருத்தரங்கம் மூலம் இப் பிரச்சினை மீதான

கருத்துருவாக்கத்தில் தன்னையும் இணைத்துக் கொண்டது. இத்தகைய

கருத்துத் திரட்டலின் பயனாக 2010 - 11 நிதியாண்டில்தான் முதல் முறையாக

தமிழகத்தில் மககள் தொகைக்கேற்ப ரூ 3828 கோடிகள் ஒதுக்கீடு

செய்யப்பட்டது.

அதற்கு முன்பு இழந்த தொகைகள் இந்தியா முழுவதும்

நான்கரை லட்சம் கோடிகள் இருக்கும் என்றால் பாருங்களேன்! எனினும்

மககள் தொகைக்கேற்ப ஒதுக்கீடு என்பது தீண்டாமை ஒழிப்பு முன்னணி

உள்ளிட்ட அமைப்புகளின் முன்முயற்சிகளுக்கு கிட்டியுள்ள வெற்றியேயாகும்.

தற்போது அடுத்த கட்டத்தை நோக்கி கவனமும், முயற்சிகளும் குவிய

வேண்டியுள்ளது. ஒதுக்கப்பட்ட பணத்தை எவ்வாறு செலவிடுகிறார்கள்

என்பதே! டெல்லியில் துணைத்திட்ட நிதியை எடுத்து காமன்வெல்த் விளையாட்டுப்போட்டிகளுக்காக செலவிட்டதும், அதில் ஊழல் வெடித்ததும் நாம் அறிந்ததே.இப்படி பட்டியலின மக்களுக்கான நிதியை சம்பந்தமில்லாமல் சூறையாடுவதும்,பொதுத் திட்டங்களுக்கு செலவழித்து விட்டு துணைத்திட்டக் கணக்கில் கழிப்பதும்நடைமுறையாக இருக்கிறது. ரூ 3828 கோடிகளை ஒதுக்கிய முந்தைய தமிழக அரசு அதை எப்படி கணக்கு காண்பித்தது என்பது வேடிக்கையானது. வேதனையானது.

முத்துலட்சுமி மகப்பேறு திட்டம், கான்க்ரீட் வீடு திட்டம் போன்ற திட்டங்கள்

எல்லா மக்களுக்கும் பொதுவானவை. அவற்றுக்கான செலவில் 19 சதவீதத்தை

பட்டியலின, பழங்குடி மக்களின் கணக்கில் கழிப்பது என்பது ஏமாற்று வேலை

அல்லவா! தீண்டாமை ஒழிப்பு முன்னணி சென்னையில் ஓர் பயிலரங்கம் மூலம்

பொருளியல் நிபுணர்கள், கல்வியாளர்கள், சமுக நீதி ஆர்வலர்கள்

ஆகியோரை அழைத்து 2010 ல் பரந்த விவாதத்திற்கு ஏற்பாடு செய்தது. அதன்

அடிப்படையில் துணைத்திட்ட அமலாக்கத்தில் ஒடுக்கப்பட்ட மககள் வஞ்சிக்கப்படுவதை வெளிக்கொணர்ந்ததோடு மாற்று ஆலோசனைகளையும் முன்வைத்தது.

ஓர் வரைவுக் கோரிக்கை சாசனம் உருவாக்கப்பட்டது. தொழில், விவசாயம், மகளிர் நலன்,கல்வி, அடிப்படை வசதிகள் போன்றவற்றுக்காக துணைத்திட்ட நிதி எவ்வாறு பயன்படுத்தப்படலாம் என்பதை ஆவணமாக உருவாக்கி வெளியிட்டது. அதன் மீதான கருத்துக்கள் வரவேற்கப்பட்டன. தற்போது அதற்கு இறுதி வடிவம் தரப்பட்டுள்ளது. எதிர்வரும் ஆகஸ்ட் 10 அன்று 1000 க்கும் மேற்பட்டோர் பங்கேற்கிற கருத்தரங்கமாக அதுசென்னையில் அரங்கேறவுள்ளது. கோரிக்கை சாசனம் வெளியீடு நிகழ்வாகவும் அது அமையவுள்ளது.

தமிழகம் முழுவதிலும் இருந்து தலித் அமைப்புகளின் தலைவர்கள், தொழிற்சங்கங்கள், வெகுசன அமைப்புகளின் முன்னணி ஊழியர்கள் பங்கேற்கவுள்ளனர். நமது சங்கத்தின் முன்னணித் தலைவர்களும் அனைத்துத் தமிழகக் கோட்டங்களிலும் இருந்து பங்கேற்பார்கள் எனவும், சென்னைக் கோட்டம் 1 மற்றும் 2 திரளான பங்கேற்பை உறுதி செய்வதெனவும் ஜூலை 20 அன்று நடந்த மாநில அளவிலான தொழிற்சங்க, வெகுஜன அமைப்புகளின் கூட்டுக் கோட்டத்தில் முடிவு செய்யப்பட்டுள்ளது.

 

இத்தகைய இயக்கத்தில் நமது கரங்களும் இணைய வேண்டாமா! சென்னைக்

கருத்தரங்கில் சங்கமிப்போம்! சமுக நீதிக்கான குரல் கொடுப்போம்!

Com Rajini Patel and  Com Saroj Chowdhri  elected  as  President  and  General Secretary Jun-72 Agreement for 10 % Bonus  signed 1972 General  Conference  of  AIIEA  at  Chennai 1973 Charter submitted 31.12.1973 Negotiations broke down 09.01.1974 Delhi, Madras, Bangalore and  Patna Divisional  Offices  &  Machines Department of Dharwad DO  Locked out 10.01.1974 Continuous Strike commenced  in places    where there is Lock Out   and  Intensifying of  Work to Rule in other places 11.01.1974 Union Labour Minister K.V.Raghunandha Reddy   flew to    Calcutta  for discussion with AIIEA  Leaders 13.01.1974 Meerut  Divisional  Office Locked Out 13.01.1974 Tripartite Discussion started at Newdelhi 16.01.1974 Entire Dharwad Division Locked Out. 24.01.1974 Historic Agreement  signed at 10.30 pm  Lock Out Lifted 06.07.1974 Central Government came out with Ordinance on Wage Freeze 100 % of Increased Wage & 50 % of D.A  Freezed 28.08.1974 All India  Convention of Trade Unions against Wage Freeze as suggested  by AIIEA  16-19.12.1974 8th  General  Conference  of  AIIEA  at  Newdelhi.  Com Chandra sekhar Bose  became  the   President  while   Com Saroj Chowdhri was elected as General  Secretary 26.06.1975 Emergency declared in India 25.09.1975 Ordinance on Bonus promugulated 25.09.1975 Bonus  Ordinance Issued 26.09.1975 LIC  issues  Circular to stop Bonus Payments  to retires & death cases. Oct 75 to Jan 76 AIIEA  Protests  Management  Action Feb 76 LIC  Management again reiterates its circular 31.03. 1976 LIC  Modification Bill  to scuttle  Bonus  was placed in  Parliament and  withdrawn due to protest. 01.04.1976 The same bill placed again 22.04.1976 AIIEA  Filed  Writ Petition  in  Calcutta  High Court 05.05.1976 All India Protest Day 21.05.1976 Calcutta High Court Judgement in our favour as Bonus is the  property of Employees under article 31 of Constitution 29.05.1976 Government passed LIC  Modification Bill as Act  in hurry. LIC  Management appeals  that in view  of the act, Bonus can not be paid, 09.06.1976 AIIEA  files writ petition  in  Calcutta High Court against  the  Act  and subsequently  in  Supreme Court November 1976 Supreme Court asks the parties to negotiate 1977 There  is a big political  change  in the Country.  Indira Gandhi & Congress Party was defeated  in the elections. Janatha Party  formed New Government with Morarji Desai as Prime Minister. 04.11.1977 Again a discussion with Finance Minister.  Janatha Party which walked out against the Bill is now trying  to save it after coming to power. It  exposed  the  class character of  Capitalist  Parties. AIIEA  took up the line that there cannot be no question to  re negotiate a negotiated settlement. 5-10.01.1978 Silver Jubilee Year 9th  General  Conference at  Calcutta  was  inaugurated  by  Com Jothi Basu, Chief Minister, West Bengal. Com Chandrasekhar Bose &  Com Saroj  Chaudhri  elected  as  President  &  General  Secretary. 28.02.1978 Supreme Court  Gives Judgement in our  Favour. Bonus  for  the   years 75- 76, 76-77,77-78  were  made 1978 LIC  serves  notice for  withdrawal  of  1974    settlement itself. 1978 AIIEA  Moves  to  Supreme  Court 1980 Com Sunil Moithra, Joint  Secretary, AIIEA    who  contested  Calcutta  North  East  Constituency    as  a  CPI(M) candidate  defeated  Central  Minister   Ajit Kumar Panja and became Member of  Parliament. He  also  functioned as Chairman of    Public Accounts  Committee 10.11.1980 Supreme  Court  Judgement  in  our  favour 28.12.1980 to 31.12.1980 10th  General  Conference  at  Bombay.  Com Chandrasekhar Bose &    Com Saroj  Chaudhri  elected  as    President  &  General  Secretary. 31.01.1981 Government Ordinance  against  LIC  Employees 02.02.1981 Notification withdrawing  Bonus 03.02.1981 and 04.02.1981 48 Hours  Strike  protesting  Ordinance 05.02.1981 One Day Strike  against  Notification 23.02.1981 Government  introduces  Bill in  Parliament. 24.02.1981 One Day Strike against the Bill 11.03.1981 and 12.03.1981 48  Hours Strike against  the  Bill 02.04.1981 Continuous  Strike  for  Bonus  Commences 02.04.1981 Supreme Court Passes  Order  against  Notification  to  pay  Bonus. 15.04.1981 Supreme  Court  Issued  Final  Order  to  pay  Bonus  to  the  Employees 15.04.1981 Supreme  Court  Issued  Final  Order  to  pay  Bonus  to  the  Employees 16.04.1981 Employees  returned  to  duty April 1981 Government invoked  Presidential Reference to seek opinion. Presidential Reference was earlier  used  only  6 times and that Too  only  in  Rare  Constitutional  Complications. This was Used for the First Time to deny a hard earned right of a worker. But Supreme Court opinion was again in favour of us. April 1981 Bonus  paid  for  the  years  79-80 , 80-81   with 12 % Interest  22.04.1981 Finance minister announces in parliament  that  he  will  take  all  steps to  control  the  wages  of  LIC  Employees  27.07.1981 Government  issued  Notification  imposing  Ceiling  on  Total  Salary. For Class 3 Employees, Maximum Wage Ceiling  was  fixed  as  Rs 2750.00 28.12.1981 Supreme  Court  upheld LIC  Amendment  Act 02.01.1982 Supreme Court  did not  accept  Our  Review  Petition 19.01.1982 ALL INDIA  STRIKE BY ALL TRADE UNIONS.  In the Police shoot out in  Tamil Nadu, 3 peasants  Anjaan, Nagooran, Gnanasekaran  were Killed  in  Thirmeignam  in  Thanjavur  District. 28.02.1982 Finance Minister announces while presenting Budget that L.I.C  will  be split  in to 5 corporations as per the recommendations  of the  Era. Chezhian’s Committee. 24.03.1982 One  Hour  Strike  against  Notification  on  Ceiling 1982 Calcutta  High Court  passed  Orders  to  pay  Wages  along  with  12 %  Interest  for  Strike  Period 17.04.1982 All  India  Convention  against  Split  in  New Delhi  inaugurated  by  Com Jothi Basu CM,  West  Bengal  and  attended  by  many  important  leaders 1982 WZIEA raises  Industrial  Dispute  to  absorb  Temporary  Employees 27.12.1982 to 31.12.1982 11th  General  Conference  of  AIIEA  at  Bangalore.
