MAKE THE ONE HOUR WALK OUT STRIKE ON 22ND JANUARY 2013 A THUMPING SUCCESS
ALL INDIA INSURANCE EMPLOYEES’ ASSOCIATION
LIC
BUILDING SECRETARIAT ROAD HYDERABAD 500063
Cir. No.2 /2013
15th January 2013
To all the
Zonal/Divisional/State/Regional Units
Dear Comrades,
MAKE
THE ONE HOUR WALK OUT STRIKE ON 22ND JANUARY 2013 A THUMPING SUCCESS
Following the
decision of the Working Committee of AIIEA held at Mysore in July 2012, the
Secretariat of the AIIEA which met at Delhi on 25th November 2012
decided to call
for a one hour walk out strike preceding lunch recess on 22nd
January 2013 to
press for early solution to the pending issues like one more option for joining
Pension Scheme 1995 and the other issues.
One more option for
Pension has been a residual demand of the last wage revision. In spite of
repeated approaches with both the LIC and Public Sector General Insurance
managements, the issue relating to one more option to join the Pension Scheme
1995 is not being resolved. The
government’s attitude on this issue seems to be one of delay and denial. Hence, AIIEA is mobilizing the concerted
voice of the employees to carry the demand to the respective authorities and
force an early resolution of this demand.
AIIEA’s demand with
LIC management for improvement in the present pension scheme is being kept
aside with the response that the matter is before the Supreme Court. Even the
demand for increase in the exgratia pension for pre 1-1-86 retirees also is not
considered so far.
The demand for
introduction of a scheme for upgradation of RPTs in LIC is awaiting a solution
for the last one year. This issue brooks no further delay. In spite of repeated
assurances of the LIC management the scheme is yet to take a concrete shape.
Recognition of AIIEA is a democratic demand invoking the principle of
industrial democracy. The management of
LIC is still to make up their mind even for a response on this important issue.
In general
insurance sector, the assured recruitment is yet to take place. The formula for
productivity linked incentive is being limited to few people and our demand to
end the discrimination is yet to be addressed.
It is in this
background that the employees in LIC and Public Sector General Insurance
Companies have to send a strong signal to the managements and the government
that while the employees are committed to the protection of the Public Sector
Insurance industry, they are also equally committed to achieving their just
demands. The ONE HOUR WALK OUT STRIKE
PRECEDING LUNCH RECESS ON 22ND JANUARY 2013
should be successfully observed to achieve this task.
Comradely
yours,
Sd.. K.Venu Gopal
General
Secretary.
PS:
All the units are requested to
hold lunch-hour demonstrations on 18th January 2013 and 21st January 2013 to popularize the
demands behind this action.

AIIEA CIRCULAR
ALL
INDIA INSURANCE EMPLOYEES’ ASSOCIATION
LIC
BUILDING SECRETARIAT ROAD HYDERABAD
Cir No.1/2013
3rd
January 2013
To all the
Zonal/Divisional/State/Regional Units:
Dear Comrades,
Meeting
with the Chairman, LICI and other officials
Com.
Amanulla Khan, President and Com. K. Venu Gopal, General Secretary of AIIEA
visited the Central Office of LICI at Mumbai on the 2nd January 2013
and met the Chairman, Executive Director (P) and other officials of Personnel
Department and discussed the pending issues of the employees.
ONE MORE
OPTION FOR PENSION AND OTHER ISSUES ON PENSION
AIIEA
delegation pointed out that the demand relating to one more option for pension
was the residuary issue of the last wage revision and employees have been
eagerly waiting for a solution to this demand.
Chairman, LIC and ED (P) informed that they made several approaches with
the government and that the issue is in continuous follow up. AIIEA delegation pointed out that the demand
needs an immediate resolution and cannot be postponed further. Chairman agreed to take up with the
government once again.
On the
issues relating to updation of pension and 100% neutralization of Dearness
Relief for the pre 1-8-97 retirees, the officials informed that since a
petition is pending before the Supreme Court, they could respond only after the
adjudication by the Court.
AIIEA
delegation also reiterated the demand about the increase in exgratia pension
being paid to the pre 1-1-1986 retirees.
On our demand for introduction of a monthly medical allowance for the
pre 1-1-1986 retirees, the officials agreed to look into the demand and assured
to revert back on the issue.
IMPROVEMENTS
IN MEDICLAIM SCHEME
AIIEA
discussed the issue relating to improvements in mediclaim scheme. The basic demand relates to increase in
coverage under mediclaim scheme including the provision for a floater insurance
cover which would help the employees/retired employees covered under the
scheme. Management agreed to finalise the improvements in the scheme after
discussing with the insurer.
UPGRADATION
OF RPT EMPLOYEES
AIIEA
delegation pointed out that the issue relating to upgradation of RPT employees
was under discussion with the management for the last one year during which the
management came out with an assurance to frame a scheme for this purpose. We
demanded that the up gradation scheme promised by LIC should be announced early.
Chairman and other officials informed that formulation of the draft scheme is
in its final stages and assured to come out with the scheme in the coming
months.
HOUSING
LOANS:
AIIEA
delegation discussed about the issues relating to recoveries being made from
some of the employees which are very huge.
This has happened since in the initial stages of shifting of the housing
loan portfolio to LICHFL, LIC made remittances based on the invoice of the
LICHFL and in some cases excess remittances were made which are being recovered
from the employees now and in some cases the recoveries are very high. Though the higher remittances were adjusted
to the principal amount of the loan and to that extent the employees’ loan has
come down, it becomes difficult for the employees to repay huge amounts in one
go. Officials agreed to find a solution to this problem.
LIC
Officials also agreed to issue a circular retaining the scheme of advance
introduced for the employees of north-east where there were problems relating
to mortgaging of the land. Officials
informed that LIC offices would continue to release such housing advances.
Problems of housing loans relating to employees in Uttarakhand were also
brought to the notice of the officials and they promised to take up with LIC
HFL and resolve them.
RECRUITMENT:
AIIEA
delegation reiterated its demand that the employees in Class III cadre (who are
very few in number) who are working temporarily for longer duration should also
be absorbed under the guidelines provided by the Supreme Court judgment.
Further, the much needed recruitment in the Assistant’s cadre should be taken
up immediately to meet the work-load in the offices. Officials agreed that
recruitment should be taken up early and promised to resolve the legal issues
relating to absorption of the temporary Class III employees also.
RECOGNITION
OF AIIEA IN LIC:
We
reiterated our demand for industrial democracy through the process of
recognition of Trade Union in LIC.
Chairman and other officials responded that the issue needed further
study from the side of the management.
We stressed that the demand cannot be put aside for long.
OTHER
ISSUES:
AIIEA
delegation also discussed about the other issues relating to absorption of
temporary employees of Asansol/Bardhaman divisions, fixation of salary of
ex-servicemen in relation to dearness pay in vogue during the 5th
pay commission period (other issues relating to fixation of salary of ex servicemen
were clarified by CO already), payment of TA/DA to employees on election duty
on the days of election etc., and these issues will be followed up further.
This in
brief is the detail of the discussion AIIEA delegation had with the LIC
management.
AIIEA
GREETS ALL THE EMPLOYEES AND OFFICERS OF THE PUBLIC SECTOR INSURANCE INDUSTRY
ON THE OCCASION OF THE NEW YEAR.
