AIIEA CIRCULAR

Dear Comrades,

Meeting with the Chairman, LICI and other officials

Com. Amanulla Khan, President and Com. K. Venu Gopal, General Secretary of AIIEA visited the Central Office of LICI at Mumbai on the 2nd January 2013 and met the Chairman, Executive Director (P) and other officials of Personnel Department and discussed the pending issues of the employees.

ONE MORE OPTION FOR PENSION AND OTHER ISSUES ON PENSION

AIIEA delegation pointed out that the demand relating to one more option for pension was the residuary issue of the last wage revision and employees have been eagerly waiting for a solution to this demand.  Chairman, LIC and ED (P) informed that they made several approaches with the government and that the issue is in continuous follow up.  AIIEA delegation pointed out that the demand needs an immediate resolution and cannot be postponed further.  Chairman agreed to take up with the government once again.

On the issues relating to updation of pension and 100% neutralization of Dearness Relief for the pre 1-8-97 retirees, the officials informed that since a petition is pending before the Supreme Court, they could respond only after the adjudication by the Court.

AIIEA delegation also reiterated the demand about the increase in exgratia pension being paid to the pre 1-1-1986 retirees.  On our demand for introduction of a monthly medical allowance for the pre 1-1-1986 retirees, the officials agreed to look into the demand and assured to revert back on the issue.

IMPROVEMENTS IN MEDICLAIM SCHEME

AIIEA discussed the issue relating to improvements in mediclaim scheme.  The basic demand relates to increase in coverage under mediclaim scheme including the provision for a floater insurance cover which would help the employees/retired employees covered under the scheme. Management agreed to finalise the improvements in the scheme after discussing with the insurer. 

UPGRADATION OF RPT EMPLOYEES

AIIEA delegation pointed out that the issue relating to upgradation of RPT employees was under discussion with the management for the last one year during which the management came out with an assurance to frame a scheme for this purpose. We demanded that the up gradation scheme promised by LIC should be announced early. Chairman and other officials informed that formulation of the draft scheme is in its final stages and assured to come out with the scheme in the coming months.

 
HOUSING LOANS:

AIIEA delegation discussed about the issues relating to recoveries being made from some of the employees which are very huge.  This has happened since in the initial stages of shifting of the housing loan portfolio to LICHFL, LIC made remittances based on the invoice of the LICHFL and in some cases excess remittances were made which are being recovered from the employees now and in some cases the recoveries are very high.  Though the higher remittances were adjusted to the principal amount of the loan and to that extent the employees’ loan has come down, it becomes difficult for the employees to repay huge amounts in one go. Officials agreed to find a solution to this problem.

LIC Officials also agreed to issue a circular retaining the scheme of advance introduced for the employees of north-east where there were problems relating to mortgaging of the land.  Officials informed that LIC offices would continue to release such housing advances. Problems of housing loans relating to employees in Uttarakhand were also brought to the notice of the officials and they promised to take up with LIC HFL and resolve them.

RECRUITMENT:

AIIEA delegation reiterated its demand that the employees in Class III cadre (who are very few in number) who are working temporarily for longer duration should also be absorbed under the guidelines provided by the Supreme Court judgment. Further, the much needed recruitment in the Assistant’s cadre should be taken up immediately to meet the work-load in the offices. Officials agreed that recruitment should be taken up early and promised to resolve the legal issues relating to absorption of the temporary Class III employees also. 

RECOGNITION OF AIIEA IN LIC:

We reiterated our demand for industrial democracy through the process of recognition of Trade Union in LIC.  Chairman and other officials responded that the issue needed further study from the side of the management.  We stressed that the demand cannot be put aside for long.

OTHER ISSUES:

AIIEA delegation also discussed about the other issues relating to absorption of temporary employees of Asansol/Bardhaman divisions, fixation of salary of ex-servicemen in relation to dearness pay in vogue during the 5th pay commission period (other issues relating to fixation of salary of ex servicemen were clarified by CO already), payment of TA/DA to employees on election duty on the days of election etc., and these issues will be followed up further.

This in brief is the detail of the discussion AIIEA delegation had with the LIC management.
