Discussions with the officials of LIC at Mumbai

Discussions with the officials of LIC at Mumbai
A delegation of AIIEA consisting of Com. Amanulla Khan, President, Com. K. Venu Gopal, General Secretary, and Com. V. Ramesh, Joint Secretary, visited Mumbai on the 22nd March 2012 and discussed the pending issues of the employees with the Officials of LIC.

The delegation met Shri Sushobhan Sarker, Managing Director who has taken charge recently and appraised him about the issues of the employees which need immediate attention and solution. AIIEA delegation thereafter met the Executive Director (Personnel) and Chief (Personnel) and had detailed discussions on the issues.

Upgradation of RPT employees:


Delegation appraised the Managing Director about the earlier discussions AIIEA had with the management and requested that a scheme be formulated early to upgrade the RPT employees to full time employees. Subsequently the delegation discussed the issue with the E.D. (Personnel) and Chief (Personnel).  It was informed that a scheme can be evolved on this issue after identifying certain duties for full time employment.

Absorption of Temporary Substaff in Asansol and Burdwan Divisions:


The process of implementing Supreme Court order on temporary Class IV employees could not be implemented in Asansol/Burdwan divisions as the process of test was disrupted. AIIEA demanded that the temporary employees of these divisions also should be provided the benefit of the Supreme Court judgment.  ED (P) informed that they are in discussion with Eastern Zonal Office for a solution.

One more option for pension:


The Managing Director agreed with the delegation’s view that the issue is to be taken up for an early solution. He promised to discuss the matter at the higher level and take up with the Government at an early date.

Improvements in the Pension Scheme and increase in the exgratia payment for pre 1-1-1986 retirees:


The ED (Personnel) informed that the issue relating to updation and 100% neutralisation is under litigation and before the Supreme Court and hence could not be taken up further with the government.  On our demand that the present exgratia amount for pre 1-1-86 retirees should be doubled, he agreed that the issue will be taken up for consideration.

Improvements in LTC and encashment of LTC:


MD agreed to take up this issue further.  The delegation further discussed the matter with the ED (P) and Chief (P) and suggested that the issue be resolved early.

Encashment of Leave – stipulation of 15 days mandatory PL to be removed:


Managing Director appreciated that the demand is genuine and promised to take up the issue immediately. The delegation also discussed the issue with ED (Personnel) and the Chief (Personnel) and they too were positive in their response that they would discuss with the higher officials and finalise the solution.

Fixation of ex-servicemen:


AIIEA delegation discussed the issue with ED (P) and pointed out that the issue was being represented for the last one year and no solution was in sight.  ED (P) has informed that the issue was repeatedly taken up with the government and that they are expecting a decision from the government.

Child Care Leave:


AIIEA delegation demanded introduction of Child Care Leave for women employees on the lines of the leave available in Central Government.  AIIEA handed over the copies of the Government Office Memoranda on this issue for their immediate perusal.

Payment of TA to employees on election duties:


AIIEA delegation reminded the CO officials about the communication of the Election Commission on this issue.  The officials informed that the reply from the ministry is awaited on this issue.  AIIEA strongly conveyed that the Election Commission’s instructions are to be implemented.

Recruitment of Assistants:


AIIEA delegation pointed out about the need for a regular recruitment process in the Assistant’s cadre and also requested for a solution to the problem of Temporary Assistants who have been working for more than 15 years in various divisions in the country on the lines of the solution given to the temporary employees in the Class IV cadre. The ED (P) agreed to consider our suggestions on this issue but pointed out that there are certain court cases pending which are to be resolved.

Restoration of increment postponed due to strike action on 28th February 2012:


ED (P) and Chief (P) assured that the decision will be taken soon.

AIIEA DELEGATION MEETS THE CURRENT IN CHARGE:


The delegation of AIIEA met the Current-in-Charge, Shri D.K. Mehrotra and represented to him about the issues of the employees including the demand for one more option for pension.  Shri Mehrotra informed that LIC had discussions with the ministry. It seems that the ministry was waiting for the general insurance sector also to come out with their recommendations.  AIIEA delegation requested him to take up with the ministry further so that a solution can be given to this issue in the coming months.  He promised to take up with government soon.

These issues of the employees shall be followed by AIIEA further.
