CONVENTION OF WORKERS
AT NEW DELHI ON 7TH
SEPTEMBER 2011
The National Convention of Workers held in the
Mavalankar Hall at New Delhi on 7th
September 2011 was a historic occasion for the working class of India. All
Central Trade Unions - BMS, INTUC, AITUC, HMS, CITU, AIUTUC, AICCTU, UTUC,
TUCC – along with Labour Progressive Federation (LPF) and Self Employed Women’s
Association (SEWA) participated in the convention. Independent Federations from Railways,
Defence, Banking, Insurance, Medical Representatives, Civil Aviation, Telecom,
Central Government employees, State Government employees and from other sectors
participated in the convention. The delegation of AIIEA was led by Com. K. Venu
Gopal, General Secretary, Com. P. Bagchee, Vice President, Com. J. Gurumurthy
and Com. Anil Kumar Bhatnagar, the Joint Secretaries.
Dr. G. Sanjeeva Reddy, President, INTUC moved
the resolution calling for further intensified country-wide struggles with the
widened unity achieved by the working class.
Shri Pawan Kumar, Zonal Organising Secretary of BMS supported the
resolution and called for united struggles to change the policies of
liberalisation which favour the corporates.
Com. Umraomal Purohit, General Secretary, HMS, Com. Gurudas Dasgupta, General
Secretary, AITUC, Com. Tapan Sen, General Secretary, CITU, and leaders of other
Central Trade Unions spoke in support of the resolution. The Convention focused
on the issues of price rise, job losses, labour law violations, disinvestment
of profit making PSUs and on the demand for creation of a National Fund for the
unorganised workers.
The National Convention expressed its serious
concern over the rampant corruption all around and the generation of
black-money in the economy. The
Convention drew the attention of the government to the growing popular
discontent against corruption and demanded concrete legislative and
administrative measures. The Convention
also demanded change in the economic policies to eradicate and prevent
corruption and demanded the bringing back of the black money stashed abroad.
The Convention also demanded:
(1) Stop contractorisation of work of permanent
nature and till then to pay the wages and benefits at the same rate as
available to the regular workers. (2) Amendment of Minimum Wages Act to ensure
universal coverage and fixation of statutory minimum wage at Rs.10,000 per
month with indexation. (3) Removal of all ceilings on Bonus, and increase in the
quantum of gratuity (4) Assured Pension for all and (5) Compulsory registration
of Trade Unions within a period of 45 days from the date of submission of the
required papers.
To press for these demands of the workers, the
Convention decided to hold country wide multiple forms of actions in all the
state capitals and industrial centres on 8th November 2011. The
Convention called upon the working class to prepare for a country wide GENERAL
STRIKE in the next phase as early as possible.
AIIEA is aware that the policies of
liberalisation and privatization can be defeated only through a sustained
united struggle of the working class. We
advise all our units to coordinate with the other unions for successful
implementation of the programmes including state-wise or industry wise
conventions and also prepare for the country wide general strike.
