AIIEA CIRCULAR ON ONE DAY STRIKE ON 28.02.2012

CENTRAL TRADE UNIONS CALL FOR
GENERAL STRIKE ON 28TH FEBRUARY 2012

The National Convention of Workers held at New Delhi on 7th September 2011 was a historic occasion where all the Central Trade Unions came together along with Independent Federations from all sectors including Insurance, Banking, Railways, Central Government, State Government, Telecom and others.

The National Convention expressed its serious concern over the rampant corruption all around and the generation of black-money in the economy and demanded change in the economic policies to eradicate and prevent corruption and demanded the bringing back of the black money stashed abroad.

The Demands of the workers focused in the Convention were:
1) Concrete measures to control price rise
2) Concrete steps for linking creation of jobs with incentive packages offered to industry
3) Strict enforcement of basic labour laws
4) Universal social security for workers in unorganized sector
5) Stop disinvestment of profit making PSUs
6) Stop contractorisation of work of permanent nature and till then to pay the wages and benefits at the same rate as available to the regular workers
7) Amendment of Minimum Wages Act to ensure universal coverage and fixation of statutory minimum wage at Rs.10,000 per month with indexation
8) Removal of all ceilings on Bonus, and increase in the quantum of Gratuity
9) Assured Pension for all, and
10) Compulsory registration of Trade Unions within a period of 45 days from the date of submission of the required papers.

To press for these demands of the workers, the Convention decided to hold country wide multiple forms of actions including ‘Jail Bharo’ on 8th November 2011. The Convention called upon the working class to prepare for a country wide general strike in the next phase as early as possible. The ‘Jail Bharo’ programme was observed successfully across the country.

On 2nd December, 2011 the Central Trade Unions again met at Delhi and decided to call for a nation-wide GENERAL STRIKE ON THE 28TH FEBRUARY 2012.  The meeting called upon the unions to organize state-wise conventions as a preparation for the General Strike.

The campaign for the General Strike started with the first state-level convention which was successfully held today (5th January 2012) at Hyderabad.  Dr. G. Sanjeeva Reddy, President, INTUC, Shri B.N. Rai, National General Secretary, BMS, Com. Tapan Sen, General Secretary, CITU, Com. Gurudas Dasgupta, General Secretary, AITUC, and leaders of other Associations/Federations including the General Secretary of AIIEA participated in the convention which was attended by more than 1000 workers. A large number of insurance employees both from life and general sector participated in the convention.

AIIEA, which is in continuous struggle to protect the public sector insurance industry, is aware that the policies of liberalisation and privatization can be defeated only through a sustained united struggle of the working class.  Hence, the insurance employees across the country should participate in the preparations for the general strike in a concerted manner along with other unions, culminating in a successful strike action on 28th February 2012.
